DSH Web Restart Plugin: One-Click Restart of the DSH Web Host

The DSH Web plugin `dsh-restart-plugin` uses a sidebar button or conversational commands to reduce the cumbersome DSH Web restart workflow—killing the process, starting it, and running self-checks—into a one-click, silent operation. The plugin supports Windows only and requires installing a front-end package and a local PowerShell script chain (including scheduled tasks).
